The U.S. Supreme Court hears arguments next week on whether an interim redistricting map drawn by federal judges in San Antonio is legal. But the issue may be less about lines on a map and more about the Voting Rights Act which prohibits states from imposing any law that denies the right of any citizen to vote on account of race or color.
