The Texas Supreme Court ruled that landowners own the water beneath their land and may now seek compensation if government regulators limit their access to it. The limits were placed to protect a shrinking water supply that is available to a growing number of Texans. Now the debate begins on property rights versus common good and is there a way to protect both.
