Negotiations are underway between the City and HEB to construct a downtown grocery store as early as next month. The city has offered a $1 million grant to attract a grocery store downtown. HEB is asking for more. It wants a portion of Main Street just south of downtown closed so that it can unify its headquarter properties on both sides of the street.
